First heating law for renewable energy in Germany:
Baden-Württemberg sets the example.

From the 1st of April 2008 new buildings in Baden-Württemberg are to produce 20 % of its heating requirements from renewable energy sources. In their draft for an appropriate law (German, PDF) , the government of Baden-Württemberg, is the first federal state to call for the use of solar, bio or environmental heating for use in water heating and in heating.

Existing buildings have a two year transition period to complete their obligation in the case of heating renovation, the proportion of renewable energy sources in this case must be 10 %. The implementation of the law should be controlled by the building authorities.

Associations can submit their statements for the draft law to the Environmental Minister of Baden-Württemberg until the 31st of August 2007. For citizens, an internet forum (German) has been opened.

The heating law will also be one of the hot topics at the conference and forum at the CEP CLEAN ENERGY POWER®. The CEP, international trade fair for renewable energy and energy efficient building and renovation takes place from 07th to 09th of March in the New Trade Fair Centre Stuttgart.

  Scots Build the First Worldwide Commercial Wave Power Station

At the stormy Atlantic coast of north Spain in Mutriku, Voith Siemens Hydro are building the world-wide first commercial operated wave power station for the Basque energy provider Ente Vasco de Energia. It will work with the technology of the Oscillating Water Column (OWC).

The power station was developed from a Voith Siemens Hydro subsidiary: Wavegen, the Scottish pioneer in wave energy, has already been operating the first plant for seven years; the feed in from the wave power station into a network on the Scottish island Islay, has been active for years already.

The turbines for Mutriku are a further development of the machinery tested out there. 16 wave turbines will be built into the pier in Mitriku. The effective output of the plant is around 300 KW and should be brought into operation in winter 2008/2009. Plans for a similar power station at the German North Sea are also in place.

  Energy Plants Too Valuable for the Exhaust  

 

 




 


Biofuels stand in the firing line of the critics on the basis of their energy balance for a long time already, in the meanwhile the Federal Office for Environmental Protection have also criticised the promotion of bio diesel from a climate protection point of view. Now the German Council of Environmental Advisors (SRU) are also asking questions about the bio fuels: The SRU advises the Federal Government in its latest special report “Climate Protection Through Biomass” to align the national promotion for the bio energy sector more strongly to its climatic protection goals.

In the special states the SRU states that biomass in the heating as well as the combined heating and power production is three times more efficient and can be used substantially more economically than with the production of the current biofuels bio diesel and bio ethanol. The national target of 17 % energy from biofuel sources weakens the promotional efforts of the Renewable Energy Sources Act enhauces imports – that is politically difficult to control a development at the expense of natural resources in third world countries.

Combined heat and power production with biomass will also be covered at the “1st Forum on Straight Vegetable Oil Co-Generation” (German) on the 27th of September in Augsburg at the RENEXPO® 2007 Logistics, quality, conditions, technology, economics, innovation and sustainability of the plant oil use in combined heat and power production will be the themes.

  Biomass Research Centre Comes to Leipzig  
 


Leipzig is to become the location for a new „German Biomass Research Centre“ (DBFZ) based on the decision of the Federal Ministry for Nutrition, Agriculture and Consumer Protection.
A close co-operation with the research facilities from the federal state is planned. Up to 80 jobs are to be created.

The research centre will concentrate on the energy usage of renewable raw materials. The research on conditioning and conversion as well as conversion in power, heating and biofuels (e.g. power station technology, heating and motor technology) should be the main focus. It is not to be forgotten that the new recommendation from the German Council of Environmental Advisors (SRU) may have an effect on the focus strategy of the new research centre.

At the inter regional biomass conference in Forbach, France good, already realised projects will be presented in order to encourage the participants in the region of Saar Lor lux and Rhineland-Palatinate to initiate their own transnational bio energy projects.

Also the development of a strategy, based on a master plan, for the intensified use of biomass in the large region is to be deepened. High ranking political representatives are also invited to discuss the topics with the guests.
